EXTRAORDINARY MEASURE
The Ministry of Health, as the competent administrative authority, pursuant to Section 80(1)(g) of Act No. 258/2000 Coll., on public health protection and amending certain related acts, as amended (hereinafter referred to as “Act No. 258/2000 Coll.”),
orders, proceeding pursuant to Section 69(1)(i) and (2) of Act No. 258/2000 Coll., on protecting the population and on preventing the occurrence and spread of the COVID-19 disease caused by the new SARS-CoV-2 coronavirus, this extraordinary measure:

All persons having their permanent residence in the Czech Republic who return to the Czech Republic from the Italian Republic from 7 March 2020 forward are ordered to report this fact immediately upon their return to the Czech Republic, by telephone or any other means of remote access, to the healthcare service provider with whom they are registered in the discipline of general medicine or paediatric general medicine or, if they are not registered with any provider, to any provider in the discipline of general medicine or paediatric general medicine.
All healthcare service providers in the discipline of general medicine or paediatric general medicine are ordered to impose a quarantine of 14 days on any persons having their permanent residence in the Czech Republic who return from a stay in the Italian Republic to the Czech Republic from 7 March 2020 forward, pursuant to Section 2(7)(a) of Act No. 258/2000 Coll.

This extraordinary measure takes effect on the day of its issue.
Rationale:
This extraordinary measure has been issued in connection with adverse development of the epidemiological situation in terms of the occurrence of the COVID-19 disease caused by the new coronavirus designated as SARS-CoV-2 in Europe.
With a view to the significant spread of the COVID-19 disease in the Italian Republic (approximately 4,000 cases) and the fact that the predominant number of persons infected in the Czech Republic contracted the disease while staying in the Italian Republic, it is necessary to prevent further spread of the COVID-19 disease from the Italian Republic.
The extraordinary measure is being issued on the basis of agreement reached with the governors of all regions and the mayor of the City of Prague.
This measure is an important prerequisite for preventing the spread of the COVID-19 disease caused by the new SARS-CoV-2 coronavirus in the Czech Republic.
Immediate implementation of the measure is required, given that several thousand people are expected to return from the Italian Republic, which is why the effective date of this extraordinary measure is the date of its issue.
